Understanding Retention Standing

During a Reduction in Force (RIF), federal agencies determine which employees will be retained based on four factors, in the following order:

  1. Tenure Group: Based on type of appointment (career, career-conditional, etc.)
  2. Veterans' Preference: Divides employees within each tenure group into subgroups
  3. Length of Service: Based on service computation date (SCD)
  4. Performance: Additional service credit based on performance ratings

What This Means

How Retention Standing is Calculated

During a RIF, employees compete for retention based on the following factors, in order of priority:

1. Tenure Group

Group Description
Group ICareer employees who have completed their probationary period
Group IICareer-conditional employees and career employees who are serving a probationary period
Group IIIEmployees serving under term, temporary, or indefinite appointments

2. Veterans' Preference Subgroup

SubgroupDescription
Subgroup ADVeterans with a compensable service-connected disability of 30% or more
Subgroup AVeterans who are not in Subgroup AD
Subgroup BNon-veterans

3. Length of Service

Length of service is based on your service computation date (SCD), which represents your total creditable federal service. The earlier your SCD, the more service credit you have.

4. Performance Ratings

Additional service credit is given based on the average of your last three annual performance ratings, as follows:
